SYMPTOM(s):
Backup online increases counters in _License VST table
Each time backup online is run _License._Lic-ActiveConns and _License._Lic-CurrConns are incremented and never decremented
The counters are being reset only after restarting database broker
All expected clients can connect irrespective of the counters in the _License table

Bug# OE00203062
FIX:
As there's no influence on connecting sessions the problem is benign. However, the _License table shouldn't be used as a reference for available connections until the issue is resolved.
