FIX:
Open Progress Explorer
Right-click on the broker to which the environment variable should be added and choose Properties.
Click on the "Environment Variables" node in the tree on the left side of the dialog.
Enter the new environment variable name and value in the text boxes provided.
Click Add.
Repeat steps 4 and 5 for any additional environment variables to be added.
Click OK.
Restart the broker.
Exit Progress Explorer.
