SYMPTOM(s):
Restart the target database and it does not synchronize with the source
Restart the target database and it does not synchronize with the source when 2 agents are started
Restart the target database and it does not synchronize with the source when 2 targets are started
There are 2 targets for one source
Dsrutil monitor shows the agent as Listening but not Normal Processing
There is no message in the target log file that the source and target databases synchronized.

CAUSE:
It is expected that the source and target will not automatically synchronize after one of the targets is restarted. A command has to be issued on the source database to get the
source and target to synchronize.
FIX:
On the source database, issue this command:
dsrutil source -C connectagent agent-name
