Target database does not start after increasing MaxUser and MaxServer for a specific database
Errors 8848, 8856 and 8850 can be found on the target database log file
Connection to Admin Server lost. (8848)
Admin Server is shutting down, connection terminated. (9151)
Successfully connected to AdminServer on port <PORT> using TCP/IP <IPVersion> address <IPAddr>. (14262)
Could not connect to Admin Server on port <port>, errno <errno>. (8856)
Unrecoverable error in connection to Admin Server, running unmanaged. (8850)
Admserv.lg show error 276:
** The database <file-name> is in use in multi-user mode. (276)
** This process terminated with exit code <number>. (8619)
** This process terminated with exit code 2. (8619)

CAUSE:
Target database was not completely shutdwon when the attempt to restat with new configuration.
FIX:
Make sure that Target database is down before trying to restart it.
