OpenEdge Install message Could not populate the default Language field automatically.
Default Language drop down list is "empty".
Could not populate the Default Language field automatically.
FACT(s) (Environment):
The Windows Regional language is set to English.
Setup.exe was run from files transferred from another site.

CAUSE:
Instead of using OE setup.exe from our installation media, they had copied the installation directory from the other site and ran the setup.exe from within the copied %DLC% directory.
FIX:
Use the setup.exe from our installation media
