FIX:
To begin with, before the AdminServer is ever started you need to make sure you've enabled debugging for ABL executables on the machine. This is because the processes launched on behalf of the AdminServer inherit the environment of the AdminServer process which launched it.
Beyond that, the AdminServer must be logged onto the system with a local system account and the "Allow service to interact with desktop" toggle must be checked in the properties dialog for the AdminService.
