Prostrct repair fails with error 13711
This codebase cannot open a 32-bit DBKEY database if the BI file is not truncated. (13711)
Prostrct repair was run after database files were copied to a new system and structure file modified
FACT(s) (Environment):
All Supported Operating Systems

CAUSE:
A database .db file from version 9 was copied along wth extents from version 10.
FIX:
Copy the files again from the original system, being sure to copy the the .db file and extents from the same version.
