Same code applied to database on another system works correctly.
User Environment variable pointing to prior version of Progress / OpenEdge installation.
FACT(s) (Environment):

CAUSE:
User environment variables were defined for the user that has been listed as the owner of the AdminService.
FIX:
Environment variables such as PATH or CLASSPATH must be checked to remove possible conflict if multiple versions of Progress / OpenEdge have been installed.
