admserv.log has only one line in it

AdminServer will start if all dbagents running against remote databases are stopped first.
FACT(s) (Environment):
Monitoring 50+ database resources.

CAUSE:
Bug# OE00189785
CAUSE:
Known Issue. non null terminate string being passed.
FIX:
Upgrade to 10.2A and higher.
As a workaround, stop all dbagents, restart the OE Management AdminServer, and restart dbagents.
