SYMPTOM(s):
OpenEdge (OE) explorer will not start as it is unable to connect to the AdminServer on port 20931
Task Manager list no admsrvc.exe nor java.exe processes
FACT(s) (Environment):
The firewall was shutdown once they could not start the OE Explorer

CAUSE:
The AdminServer is not running.
FIX:
Start the AdminServer.
