The osmetrics.dll is used by the monitoring options in OpenEdge Management such as CPUResource, MemoryResource, DiskResource.
OSmetrics is called in order to collect the OS statistics. The osmetrics.dll is also used when administering a local or remote container via OpenEdge Explorer. When the container is selected, if the AdminServer has the osmetrics.dll in debug mode, then the osmetrics debug file will be updated.

OSmetrics is also used when information on a container is needed. For example, accessing the web page for the container in OEM.
OSmetrics is also used when starting resources from OpenEdge Management and when accessing information that needs to query the OS. For example, to get pid information for the Server Pool Control page for the AppServer.
