SYMPTOM(s):
AppServers randomly running slowly on system.
AppServers very slow to start on system.
Other large programs slow to start on system.
High CPU load averages on system that has been running fine for a long time.
Backup program Time Navigator process tina_bck listed in ps list
Backup program Time Navigator process tina_daemon listed in ps list
Top lists 4 gigs of memory allocated to system but system constantly swapping and total number of programs running doesn't add up to 4 gigs of RAM.
Running in a virtual machine.
Virtual Machine has been configured to limit the RAM usage to 2 gig.

CAUSE:
Two problems were identified as causing this problem.
1) The Virtual Machine was configured to limit the VM to 2 gigs of RAM even though 4 gigs had been defined for the VM.
2) A backup software was slowing all disk access.
FIX:
Review configuration options for Virtual Machines to make sure full allocation of RAM is attainable and is not curtailed by other Virtual Machine options.
Review if background programs such as disk backup or anti-virus scans are running on system during periods of slowness and try to reschedule when these other programs are run so as not to impact the performance of OpenEdge products.
