CAUSE:
This is not a Progress issue.
Windows prevents applications from moving windows to the foreground for a specific interval after user interaction.
FIX:
The Windows behavior can be tuned by changing the registry key:
HKEY_CURRENT_USER\Control Panel\Desktop\ForegroundLockTimeout
Rebooting may be required for the change to take effect.
Always make sure to back up the registry before making manual modifications.
