CAUSE:
Either the OpenEdge installation or Infragistics 10.2 evaluation package installation has been corrupted. Uninstallation and reinstallation of both OpenEdge 10.2A03 and Infragistics 10.2 evaluation resolved the issue.
FIX:
Ensure that neither the OpenEdge and the Infragistics installation is corrupt. If problem persists, uninstall both products and reinstall them.
