FACT(s) (Environment):
ODBC clients can connect to the database when not making use of the secondary broker.

CAUSE:
Startup parameters for the database were incorrect. The -n is too low, the -Mn parameter does not account for the ports needed for the secondary login broker and -Mpb on each broker is incorrect.
FIX:
Modify the database startup parameters on the database to be consistent with the guidelines referenced in solution: P7843, "How to set up a secondary login broker for SQL-92 connections for Progress 9.1D and above"
