CAUSE:
The OpenEdge Infragistics controls were not installed. The OpenEdge Ultra Controls for .NET license is a separate license from that of the OpenEdge Architect and must be purchased separately.
FIX:
Purchase and install the OpenEdge Ultra Controls for .NET product.
