SYMPTOM(s):
Getting error 4399 whenever Progress is started.
The license for the client executable has expired. (4399)
No products have expiration date problems.
Explicitly setting PROCFG to point to progress.cfg allows Progress to start without error.
FACT(s) (Environment):
DLC is set.

CAUSE:
Echo of PROCFG from command prompt displays %DLC%\progress.cfg but it should be displaying actual value of DLC instead of %DLC%.
FIX:
Delete or correct PROCFG environment variable accordingly
