An error 13 occurred while attempting to open the (-o) output file /u/pack/capper.archival.log. The operation cannot continue. (12164)
FACT(s) (Environment):
Error occurs during backup

CAUSE:
The output file - in this case /u/pack/capper.archival.log - had permissions ?rw?r?r? and was owned by root but the backup was not executed by root.
FIX:
Execute the backup as root user or change permissions/ownership of the output file.
