FIX:
Progress can not guarantee that Windows will allow sufficient time for the OpenEdge database to shutdown cleanly before Windows forces a termination.

The very last line of this document by Microsoft reads:
"Applications cannot rely on being able to block shutdown."
Since OpenEdge can not block a shutdown it is possible the the operating system will kill a process during a non-recoverable / critical phase and lead to corruption of a database.
This is rare, but a possible situation.
