Sending integer and date values to from 3rd party (WinDev )client.
The parameter was not of type (10937)
The :numstkart parameter was not of type intPrgs (10937)
Raw SOAP request contains: <inpNumstkart xsi:type="xsd:int">32</inpNumstkart>

CAUSE:
Encoding of 3rd party client was incorrect. Windev was ISO and PROGRESS was UTF8.
FIX:
Set the encoding of 3rd party client to be the same a Progress Web Services
