Convert of audit enable database to UTF-8 fails with error (421).
Command that fails on the audit enabled database: proutil dbname -C convchar convert UTF-8
SYSTEM ERROR: ixgen called with no transaction. (421)

CAUSE:
Bug# OE00198309
FIX:
There is no fix at this time. To work around this issue, disable auditing ("audit data needs to be archived/purged to completely disable auditing"). Once auditing has been completely disabled, run the conversion to UTF-8. When the conversion process is completed, enable auditing again.
