SYMPTOM(s):

Unable to establish an ODBC test connection to a remote database on a Windows 2008 R2 64 bit server.

An ODBC test connection to a remote database returns a "Connection refused" error.

[DataDirect][ODBC Progress OpenEdge Wire Protocol driver]Connection refused. Verify Host Name and Port Number.[DataDirect][ODBC Progress OpenEdge Wire Protocol driver]Unexpected Network Error. ErrNum = 10038

An ODBC test connection to the database from the server where the database is located succeeds.

An ODBC test connection from the database server to the remote PC succeeds.

FACT(s) (Environment):

The Data Execution Prevention (DEP) settings on the Windows 2008 server are set to "Turn on DEP for all programs and services except those I select:"
The database is on a Windows 2008 R2 server.
The remote PC that is unable to connect to the database is running Windows XP SP2.

CAUSE:

The windows firewall is blocking the port the ODBC driver is trying to access the database through.

FIX:

Open the firewall for the ports needed by OpenEdge client/server communication.
