Error trying to create a Progress database via GUI tools
Unable to copy source or target database, because we couldn't connect to it. (8265)
Prostrct create from command prompt fails with errors indicating problem in the .st file
c:\wrk must be a directory name or follow the convention test_7.d1. (6857)
FACT(s) (Environment):
Working directory is not a sub-directory of the Progress installation directory.
Creating with empty.db
Current user has full control over the directory where the DB is being created.
Custom made .st file is being used to define extent location.

CAUSE:
The paths specified in the .st file do not exist. This could be due to a simple typographical mistake.
FIX:
Edit the .st file and provide valid paths for the extents.
