WebSpeed error from messenger process (6019)
opencfg of DLC101A\properties\ubroker.properties for WebSpeed Messengers failed: WebSpeed error 10015, System error 2, The system cannot find the file specified. (6275)
FACT(s) (Environment):
Multiple installation of OE10 exist on the Windows machine
Multiple web sites exist on the same web server
Only one of the website's scripts folder is upgraded with 10.2B cgiip.exe file

CHANGE:
Upgraded from OE 101A to OE 102B
CAUSE:
The process monitor showed that the cgiip.exe messenger is being used from a different web site than the one is intended to run from. The cgiip.exe messenger on that web site is from OE10.1A. The OE 10.1A cgiip.exe is trying to read the ubroker.properties file from the OE 10.1A installation which was renamed to troubleshoot the NameServer error as only OE10.2B NameServer is running, but the messenger is still trying to connect to OE 10.1A NameServer.
FIX:
Replace the cgiip.exe from theOE10.2B installation, i.e., from OE 10.2B %DLC%\bin folder on all the web sites.
