FIX:
Disabling OE Explorer or Management can be achieved in few ways.
1) In the OE Exp Console go to Options -> General. There is a check box to have OE Exp auto start. Remove the check.
2) You can accomplish the same thing by editing the $DLC/properties/fathom.properties file and set autostart to false under the [Fathom] section
3) Edit the fathom.init.params file and change the set fathomEnabled to falseSET fathomEnabled=true
