SYMPTOM(s):
Getting error 1984 when trying to run a character based application through a telnet session
** Cannot open client monitor file. (1984)
Adding the user to the Administrator's group is not acceptable for the site due to Sarbanes Oxley.
FACT(s) (Environment):
User logging in via telnet session is a regular domain user.
Parameter file does not include -y parameter for the client.
Telnet session is used to connect to the server machine.
If user is added to the Administrators Group, the error does not occur.

CAUSE:
The domain user account did not have permissions to the Progress Installation directory.
FIX:
Insure that the directory where the client.mon file is being created has permissions to allow the client to create a client.mon file.
