Windows updates automatically installed prior to Progress OpenEdge being installed
Windows Update Error Code 0xf004
Update.exe extended error code = 0xf004

CAUSE:
Although this is not strictly a Progress issue, it does highlight the importance of due dilligence pre and post installation. Windows update installer requires that the local administrator be able to take ownership of files. After Progress was installed, the Local Security Policy was modified.
FIX:
Local Security Policy -> User Rights Assignment -> Take ownership of files or other objects. The default value is administrators. If this value is modified and administrators removed, then Windows updates will fail.
