SYMPTOM(s):
When trending database is started from the command line, using proserve, the management console says trending not available.
Database was started from the command line prior to the AdminService being started.
OpenEdge Management Console shows database is not started.
When trying to start the database from the OpenEdge Console, it says port is already in use.
FACT(s) (Environment):

OpenEdge 10.2x
CAUSE:
When the database is already running, the AdminService or OpenEdge Management will not be manage the Database when it is set to be auto started. When this happens the AdminService and OpenEdge Management will not know the correct status of the trending database, because they see the port as already in use and exit trying to start and register the database.
FIX:
Stop the database from the command line and then restart it using the OpenEdge Management Console.
