The secondary login broker for a target database fails to start when the target database is started

CAUSE:
Bug# OE00195716
CAUSE:
There are a limited set of processes which are allowed to connect to a replication target database before synchronization has completed (eg page writers). During limited login, secondary login brokers are not included in this list.
FIX:
Apply Service Pack 10.2B01 where secondary login brokers have been added to the limited login access list.
Workaround 1:
Use the primary login broker instead. Note that no user connections are allowed to the target database until synchronization has completed irrespective of the login broker
Workaround 2:
Start the secondary login broker after replication synchronization between the Replication Server (RPLS) and Replication Agent (RPLA) has completed
