SYMPTOM(s):
Conversion to decimal format is not correct
Attempting to convert decimal value from Microsoft or Infragistics numeric data entry control to a Progress decimal value causes conversion to be incorrect
When entering a value in the range of 0.01 to 0.09, Progress decimal value displays as decimal value 0.1 to 0.9 respectively and a formatted string value displays as 0.21 to 0.29
