FIX:
At session startup, OpenEdge automatically adds $DLC/gui (or $DLC/tty for character mode clients) which is what you see in the progress.ini or in the registry but all procedure libraries found in $DLC/gui (or $DLC/tty) are added to the PROPATH list when viewed via Data Dictionary, Data Admin, or 4GL code.
