"Java starter could not be found" Version 9 on Win95 / Win98

You may get the above error when trying to use the java command line
utilities to remotely manage a Name Server, WebSpeed Broker,
AppSever Broker, or database Broker from a Windows 95 or 98 machine.

Here is an example command and the full text of the error is:

C:/Program Files/PROGRESS/bin/asbman -name asbroker1 -query -host
<remote_hostname> -user <user_name>

"Java starter could not be found"
"Progress DLC environment variable may not be set correctly"
"Set DLC variable to Progress Installation directory"
"Progress DLC setting: <DLC path is shown>"
"Java starter could not be found"

This error is caused by insufficient Environment Space. Our command
files create a few environment variables and load them with some
large strings. If this process runs out of environment space, our
command lines will fail to execute generating the above error
messages.

There are a couple of ways to allocate more Environment Space for
DOS window, here is one.

Select "Start" from the Taskbar
Select "Settings"
Select "Taskbar & StartMenu..."
Select the "Start Menu Programs" tab
Click on the "Advanced" button
Click the "Programs" directory
Right Click on the "MS-DOS Prompt" and
Select "Properties"
Select the "Memory" tab
In the "Initial Environment" window you will probably find a
setting of "AUTO"
Increase this setting until the java command utilities work (this
is usually 2048)
Select "APPLY"
Select "OKAY"
