FIX:

Progress does not have any specific recommendations regarding the usage of TCP features such as Windows Scaling, Receive Windows Size and other as laid out in document RFC1323.
TCP Window Scaling as rest of the tuning features is supported at the level of operating system and network card drivers, including all network devices on the route between 2 network end points.
OpenEdge products are not written in the way to take advantage of these features and there are no current plans to do that.
There have been several issues with usage of the TCP offloading (Chimney) feature that have been solved by turning it off as reported by our customers, but our products do not have any way to influence those from the application level.
Therefore, if you plan to use these features, then make sure to thoroughly test entire environment prior to deployment to production.
