GET-VALUE-BY-QNAME returns unknown value (?) when trying to retrieve the URI of the message

CAUSE:
The URI or xmlns:xsi value was not an item under the Message node.
FIX:
Retrieve the URI using the GET-URI-BY-INDEX method on the attributes handle
