The new value of a field is not reflected from within the ROW-LEAVE event
When ROW-LEAVE fires in a BROWSE widget the new value is not immediately assigned to the buffer field
FACT(s) (Environment):

CAUSE:
The newly assigned value of fields in a browse row is not actually assigned to the underlying buffer until after ROW-LEAVE completes.
FIX:
Check the SCREEN-VALUE of the column instead of the column value in order to reference the changed values.
