Progress user numbers can be either ascending or descending depending on the type of connection.
Local direct shared memory (host-based) connections are allocated in ascending order. This includes Progress utilities, APW, WDOG, AIW, BIW, local clients etc.
Remote (client-server) connections are allocated in descending order. This includes remote clients, SQL92 clients etc.
