FIX:
When choosing the option, from the Data Administration tool, to set "Security Administrators", here's what it does and how it enforces that security.
Firstly, the string that you enter in the tool is assigned to the _file record for the _user table in the _can-create and _can-delete fields.
To enforce this setting there is internal validation when attempting to modify permissions on any _file record in the database which check these settings and prevent unauthorized users from making any changes.
