Proquiet disable hangs when rfutil operation is performed during quiet point.
No remote connections are allowed to database.
Can not shutdown database.

CAUSE:
Bug# OE00166726
CAUSE:
_rfutil and _mprshut were improperly locking the masterblock of the database during the proquiet.
FIX:
Upgrade to 10.1C01 or later.
