SYMPTOM(s):
AppServer not licensed for container error with OE Explorer
AppServer not licensed for container: <server name>
While loading ubroker.propeties file by the adminserver process the following errors are recorded in the adminserver log file (adnserv.log)

[*UnexpectedError*] * recorded as exception #44 in file ads0.exp.
[*UnexpectedError*] * recorded as exception #45 in file ads0.exp.
[AdminServer] * AdminServer GUI Plugin internal error 2: PMUObject.Constrcutor(%DLC%\properties\ubroker.properties) failure: com.progress.ubroker.util.PropMgrUtils$LoadPropFileError: Cannot load property file: %DLC%\properties\ubroker.properties. (8253) (8172)
The exception #44 in ads0.exp file shows the java.lang.ArrayIndexOutOfBoundsException error including the java stack

The error appeared after reinstallation of 10.2A OE Ultra Control .NET license

CHANGE:
Reinstallation of 10.2A OE Ultra Control .NET license to OE10.2A02 installation
CAUSE:
The re-installation of the 10.2A OE Ultra Control .NET on the existing OE10.2A02 overwrote some common files
FIX:
Reinstall the service pack OE10.2A02
