FACT(s) (Environment):
ProjectB is referenced by projectA using "Project References" in ProjectA properties
source file in projectB is referenced in projectA source file.

CAUSE:
This is expected behavior. "Project References" is an Eclipse feature that has the potential to change the project build order. However this feature is not used by OpenEdge Architect.
FIX:
Fix the PROPATH adding the reference to the other project.
