SYMPTOM(s):
Progress Explorer does not allow changing the initialSrvrInstance to 0 on the agents pool range
Changing the value to 0 by editing the ubroker.properties file cause the progress explorer to display the following warning message when the same broker's properties is selected after the pool range is viewed:
One or more property settings are invalid

CAUSE:
The initialSrvrInstance must be within the minSrvrInstance and maxSrvrInstance values. This is a part of validation by progress Explorer.
FIX:
Set the minSrvrInstance value to 0 as well
