conmgr.properties was edited under Windows
Error unable to open file <file-name> in admserv.log
FACT(s) (Environment):

CAUSE:
Carriage return characters left over in the conmgr.properties
FIX:
Clean up the conmgr.properties. Use dos2unix utility under unix.
