Error reads: Progress session appears to be busy database connection could not be tested
FACT(s) (Environment):

CHANGE:
Deleted existing (working project) and created new project.
CAUSE:
Temp directory defined was invalid.
FIX:
When defining a temp directory for a Project make sure the temp directory exists.
