SYMPTOM(s):
After transitioning a replication target DB to a normal, non replicated DB, users are unable to access the DB via AppServer.
Running the command: dsrutil <dbname> -C describe shows that the database is still considered to be a replication target.

CAUSE:
There is no replication server process running.
FIX:
Use proutil <dbname> -C disablesitereplication target to disable replication and bring up the database in a normal, updatable mode.
