Security Authentication System Maintenance option is grayed out in Data Administration tool
Security Authentication System Maintenance option is not available under Admin > Security menu.
Unable to add domain types or domains.
_Db-option table is missing.
FACT(s) (Environment):
Auditing is enabled.
Database converted from OpenEdge 10.0B to 10.2A.
Database had been reverted to 10.0B at one point during the migration process.

CAUSE:
The _Db-option table is necessary to support authentication as well as other security and auditing features of OpenEdge. It was added to OpenEdge in version 10.1A. It is normally added when auditing is enabled. In this case it seems to have been removed when the database was reverted, but it was not recreated afterward.
FIX:
Run proutil with the updateschema qualifier to add the _Db-option table as well as other metaschema changes in the newer version. The command syntax is:
proutil <dbname> -C updateschema
