SYMPTOM(s):
When replicating to two agents, if one target database is down and the replication server is stopped and restarted then replication won't synchronize with the running target database
Replication server connects to the running replication agent, but it doesn't synchronize
FACT(s) (Environment):
Replication source database is configured to replicate to two agents
One of the two target databases is shutdown

FIX:
Workaround:
1. Stop the currently running target database, and then restart it.
2. On the source database, run the following command to tell it to connect to the running replication agent:
dsrutil <dbname> -C connectagent all
