Kbase 18615: Webspeed 2.x -- Debug (?WSAdmin) Function not Working

When using the ?WSAdmin debug function of WebSpeed, you must be set
to development mode, regardless of whether the Debugger Radio buttons are set to Default, Enable or Disable.
This is a reported problem with the operation of the radio
buttons. The converse is also true, if you are in production mode, the debugger options are disabled regardless of which radio button is checked.
