SQL connection returns message "Database not started" even though the database is running.
Unable to make SQL-92 connection to Progress database

Failure to connect any SQL client (ODBC,JDBC or ESQL/C) requests
telnet to SQL server port is successful.
ldd of _sqlsrv2 is successful.

Client has write permissions to all database files except the bi files.
FIX:
