No. The dbtool utility should not be used against a hot standby database or any database that will need to have AI (After Imaging) files applied to it. The dbtool utility can and will at times put the database through crash recovery. This could result in the failure for future AI notes being applied to the database.
The dbtool utility should not be used against a target database for the same reason. It could change the database. If dbtool is run on the source database, everything should be replicated to the target.
