FACT(s) (Environment):
WebClient application consists of a menu system as an At Startup component
Each individual window in the menu is an As Needed component

FIX:
There is no way to include a program in multiple As Needed components. This is by design.
You don't want to download the same program each time you download a new As Needed component.
A different approach might be to put commonly used files into a separate component, either in the At Startup
component or as a new As Needed component. As Needed components are used to minimize the download
required to make the application available to the end-user. It is up to the vendor to decide how best to
package the required files.
